Mission statement

The International Centre for the Promotion of Human Rights at the Local and Regional Levels under the auspices of UNESCO is a hub that supports inclusive and equitable policy-making through research, capacity-building, international cooperation, and networking.

As a team, we are committed to:

Moderating exchange: We mobilise knowledge by moderating and stimulating the exchange between organizations of the United Nations system and policy-makers at all levels, regional intergovernmental organisations, research institutions, and civil society. By collecting, managing and sharing policy-oriented expertise on the implementation of human rights at the local and regional levels, we strengthen the links between research and policy-making and foster evidence-informed decision-making.

Facilitating implementation: We strengthen the institutional and human capacities at all levels to generate, manage and apply knowledge for inclusive and equitable development based on human rights. As a laboratory for taking up novel and proven practices for cities and regions on how to deliver on the goals set by the 2030 Agenda and the promise of “Leaving No One Behind” we contribute to UNESCO’s vision to realise human rights for all.

Building bridges: We bring together stakeholders from the international, regional and local levels and build bridges between the international, regional and local agendas concentrating on the implementation of human rights. By providing a forum for all relevant stakeholders, we stimulate a fruitful dialogue to solve societal challenges following a human rights-based approach.
